Constitutional Act

of 20 April 1990

on the Czech State Symbols

The Federal Assembly of the Czech and Slovak Federative Republic enacted the following Constitutional Act:

Art. I

The state symbols are emblem, flag, standard, state seal and national anthem.

Art. II

(1)   The emblem of the Czech and Slovak Federative Republic consists of quartered shield with double tailed roaring jumping lion looking to the right, with golden claws, golden protruding tongue and golden heraldic crown on the red first and fourth field. In second and third red filed there is silver double cross erected at the central elevated hill of the three blue hills. The quartering of the emblem is performed in silver lines.

(2)   The illustration of the emblem is in the annex 1.

Art. III

(1)   The flag of the Czech and Slovak Federative Republic is composed of top white field and bottom red field with blue wedge inserted between them until the half of the flag; the ratio of the sides is 2:3.

(2)   The illustration of the flag is in the annex 2.

Art. IV

(1)   The flag and the standard of the president of the Czech and Slovak Federative are white with the edge composed of white, red and blue flames. The white field has in its centre the emblem of the Czech and Slovak Federative Republic. Below the emblem there is a red ribbon with silver sigh “VERITAS VINCIT”. Above both ends of the ribbon there were golden linden sprigs with two leaves. The standard of the president is square.

(2)   The illustration of the standard is in the annex 3.

Art. V.

(1)   The state seal of the Czech and Slovak Federative Republic is composed of the state emblem with linden twigs on the sides and with the name of the state in Czech and Slovak around it.

(2)   The seal is preserved by the president.

(3)   The illustration of the imprint of the state seal is in the annex 4.

Art. VI

The anthem of the Czech and Slovak Federative Republic consists of anthem of the Czech Republic and the first stanza of the anthem of Slovak Republic, when played and sang the order is preserved.

Art. VII

The use of the state symbols is regulated by the law of the Federal Assembly.

Art. VIII

It is abolished:

  1. article 110 of the Constitutional Act no. 110/1960 Coll., the Constitution of the Czechoslovak Federative Republic;
  2. Act no. 163/1960 Coll., on the state emblem and the flag.

Art. IX

This Constitutional Act comes into force the day of its promulgation.
