Constitutional Act No. 110/1967 Coll., on national committees operating in the capital city Prague

This Constitutional Act adopted by the National Assembly of the Czechoslovak Socialist Republic on 30 November 1967 consists of three paragraphs only. The second paragraph is the first amendment of the 1960 Constitution. The amendment is substantively related to the territorial expansion of the capital city of Prague. Simultaneously adopted Act No. 111/1967 Coll., on the capital city Prague expanded the territory of Prague by 21 hitherto independent municipalities[1] and facilitated the annexation of other municipalities in the future.

The intervention to the text of the Constitution was necessary because it presumed a two-stage structure of national committees which was supposed to be composed of the National Committee of the capital city of Prague and of the district national committees. At the same time the Act No. 111/1967 Coll. presumed that the existing national committees on the territory of annexed municipalities should be maintained. Thus, it was necessary to enable the existence of a three-stage structure of national committees.

These reasons for the proposed amendment of the Constitution were presented by respective parliamentary press[2] and by its submitter minister of the interior Josef Kudrna at the National Assembly meeting on 30 November 1967.[3] Both acts (Act No. 111/1967 Coll. and Constitutional Act No. 110/1967 Coll.) were discussed together. Apart from the submitter four other deputies spoke.[4] None of them commented the issue of the constitutional amendment or the alteration of the structure of national committees in Prague. The bill was unanimously passed.[5]
